The cover
Paper IV, History, Principles and Management in Co-operation, asks you to know things, and what it asks has a pattern. This volume is the whole book for it, 251 pages in one PDF: the apex and sectoral institutions, the history of the movement, the principles, the committees, the twelve dates, education and training, the Registrar and the 97th Amendment, built from a count of every Paper IV from 2019 to 2026. It explains the 40 per cent pass rule; the law is stated as on 1 October 2026.

Which of these is on your desk today?
Each one is answered in two lines here, and in full — with the provision and the mission that teaches it — inside.
How many marks do I need to pass, and what does a 50 do?
Forty per cent in each paper, with an aggregate of 240 of 600; because 240 is six times forty, the per-paper line is the real one. Fail the examination as a whole but score 50 per cent or more in a paper, and that paper is exempted next time, but only if you claim it in the application form, every year.
Who may sit: a graduate, or someone in service without a degree?
Any graduate of a recognised university, in any subject; or a permanent employee of Government, a co-operative institution or an APMC with the S.S.C. and five years' service (the Board's 2015 notice also lists the H.S.C. with three years). The 2012 regulation and the 2015 notice differ, so read the eligibility clause of the notification for your own sitting.
Committees and commissions: Maclagan, Gorwala and the rest
The committees are seven, and seven is the whole of it. A ten-mark question wants eight to ten recommendations in heads, a sentence each; a short note wants year, chairman, remit, four recommendations and outcome. Maclagan, 1914: the three-tier structure. The All India Rural Credit Survey Committee, Dr A. D. Gorwala, appointed 1951, reported 1954: co-operation had failed but must succeed; State partnership.

Principles of co-operation: which list is the question asking for?
The paper asks about principles under three names, and they are not three names for one thing: the seven re-assessed principles (2019 Q1 at twenty marks; 2025 and 2026 at ten), the Rochdale principles (once, in 2021) and the basic principles (2022 at twenty, 2024 at ten). Say which list you are answering from before you write a word.

NAFED, the Board and the Corporation: which date is which?
1956: the National Co-operative Development and Warehousing Board, set up on the recommendation of the All India Rural Credit Survey Committee and later split. 2 October 1958: NAFED (Gandhi Jayanti). 14 March 1963: the National Co-operative Development Corporation, under the Act of 1962. The wrong answer everyone gives for NAFED is 1956, a real date attached to a different body.

Article 43-B and the 97th Amendment
The Constitution (Ninety-seventh Amendment) Act, 2011: s.2 added co-operative societies to Article 19(1)(c), in force 8 February 2012; ss.3 and 4, inserting Article 43-B and Part IX-B, in force 15 February 2012. In Union of India v. Rajendra N. Shah (20 July 2021) the Supreme Court declared Part IX-B operative only for multi-State societies; Article 43-B stands. It directs the State to promote voluntary formation, autonomous functioning, democratic control and professional management; the last is the Indian addition, not an ICA principle.
Every society shall organise co-operative education and training for its members, officers and employees through the State federal societies or State Apex Training Institutes the Government specifies by notification. Three purposes: effective and active participation of members in management; grooming talented employees for leadership; developing professional skills. Shall, not may. It carried a named ten-mark part in each of the last three papers (2024 Q5(b), 2025 Q4(B), 2026 Q6(A)).
Question 1 is compulsory and the cheapest block: target sixteen of twenty, mostly dates, institutions, committees and the origin of the word. Then three bodies of material that carried a named ten-mark part in each of the last three papers: education and training, the principles, and the history of the movement. Sixteen plus thirty is forty-six; the rest comes from the Registrar, the institutions or liberalisation. Always write the second half of a two-part question: a blank half is ten marks declined.

Sivaraman, Vaidyanathan, Karve: who chaired what?
CRAFICARD and the Sivaraman Committee are one body, constituted on 30 March 1979 by the Government of India under B. Sivaraman; it recommended a single apex development bank, NABARD, 1982. The Vaidyanathan Task Force on the short-term and long-term co-operative credit structures was set up in August 2004 and reported in February 2005 and August 2006; its diagnosis was losses, overdues and the loss of member control. Dr D. G. Karve chaired the ICA committee on principles (October 1964), not Gadgil.

Paper IV · 1956, 1958, 1963
1956, 1958, 1963 — the three that are constantly confused. The National Co-operative Development and Warehousing Board was set up in 1956 on the All India Rural Credit Survey Committee's recommendation and later split; NAFED on 2 October 1958, Gandhi Jayanti; the National Co-operative Development Corporation, the Board's development half, by the Act of 1962, in force 14 March 1963. The wrong answer everyone gives for NAFED is 1956, and it is a real date attached to a different body (

Paper IV · The constitutional four, Article 43-B
The constitutional four. Article 43-B directs the State to promote the voluntary formation, autonomous functioning, democratic control and professional management of co-operative societies. Voluntary formation is ICA principle one, autonomous functioning is four, democratic control is two — and professional management is not an ICA principle at all. It is the Indian addition, and the constitutional root of the expert-director provisions the 2013 amendment put into the Act (¶4.229).

Volume IV is the book for Paper IV, History, Principles and Management in Co-operation, of the Government Diploma in Co-operation and Accountancy (GDC&A). It is not a CHM paper: CHM candidates sit Papers I to III only. The volume is complete for its own paper and does not need the other five.
Is this book endorsed by the GDC&A Board?
No. The book says so on its imprint page: it is not published, endorsed, approved by or affiliated with the Board, the Commissioner for Co-operation or any other authority. The Board has published no answer key or marking scheme, so no mark figure or answer in the book is the Board's unless the book says so in terms.
Is the law up to date?
The law is stated as it stood on 1 October 2026, including the Maharashtra Co-operative Societies (Amendment) Rules, 2026, which inserted Chapter XI-B for housing societies. Where a past paper was set on older law, the book prints both and tells you which to write. Fees, rates and other figures a circular can change are printed with their source and date, or left out; check them against the Board's notification for your sitting.
Should I buy the set instead?
Only if you need more than one paper. This volume alone is ₹499. No set contains only Papers IV–VI. Three single volumes (IV, V and VI) cost ₹1,497; the English Complete Set, with all six papers including I–III, is ₹1,699, only ₹202 more. Six single volumes cost ₹2,994, against ₹1,699 for the Set, a saving of ₹1,295. The Set price is an introductory price valid until 31 December 2026. If this paper is all you need, buy this volume.
How do I get the files after paying?
Payment gives you a download link on the confirmation page and by email. Your file stays in your Library at societysewa.in/library, which you open any time with your email address; the emailed link also works for 12 months. The file is one PDF: open it in any PDF reader on a phone, tablet or computer.
Is there a Marathi edition?
Yes, sold separately. It is translated from the English edition; legal terms follow the Board's Marathi papers and the Marathi Act. This English edition is the original.
Will I get corrections?
Yes. Corrections received are carried into the next edition, and buyers of this digital edition receive the corrected file free of charge from their SocietySeWA library at societysewa.in/library.
Can I share, resell or refund it?
The licence is for the buyer's personal study: the files may not be shared, resold or posted online. Digital downloads are delivered at once, so sales are final; if a file will not open or is damaged, write to support@societysewa.in and we will re-send or fix it.
Yours permanently
Corrections received are carried into the next edition, and buyers of this digital edition receive the corrected file free of charge from their SocietySeWA library at societysewa.in/library. Each edition states the date the law was read: law as on 1 October 2026. Figures a circular can change, such as fees, rates and thresholds, are printed with their source and date, or left out; check them against the current circular and the Board's notification for your own sitting.
The Maharashtra Co-operative Societies Act, the Rules, the bye-laws and the Board's past papers are public. What you pay for is the work of reading all of it against the papers: a frequency map of every GDCA paper from 2019 to 2026, the missions built from it, the past papers with worked answers and pointers, the cheat sheets. The Board has published no answer key, marking scheme or weighting, so every mark figure in the book is the Board's printed figure or the authors' own count, and says which. Seven sittings show a tendency, not a promise: each campaign prints its worst year as well as its average. The book does not guarantee a pass, is not endorsed by the Board, and is not legal advice.
Do not buy this if…
×you want a promise of a pass: no book can give one. This one shows where the marks have been in seven sittings and what the pass rule is
×you want the Board's own answer key or marking scheme: the Board has published none, and this book is not endorsed by the Board
×you need a commentary on the whole Act: selected bare-Act provisions are in an appendix, but this is an exam guide
×you want a printed book: this is a digital edition in PDF, licensed to you for personal study
×you are sitting other papers too: you need their volumes, or a set, which costs less than buying every volume separately
×you read Marathi more comfortably: a Marathi edition of this volume is sold separately
×you need advice on a live society matter: see a qualified advocate
Where this product stops and a lawyer starts
This is an examination guide. It states the law as it stood on 1 October 2026 and does not apply it to anyone's facts. For a live dispute, a bye-law question or a notice you have received, take the papers to a qualified advocate.
