Every society runs tenders a little differently — so the rules are yours to set. But the parts that keep vendors honest are the same for everyone.
EMD — three options
No EMD for small works; EMD paid directly into your society’s bank account (vendor attaches the UTR, you verify at opening — we never touch the money); or EMD collected via SocietySewa and remitted to you, with auto-refunds to unsuccessful vendors. Suggested amount: 1–2% of estimated value.
Online + offline submission
Online-only sealed digital bids (recommended), or hybrid — sealed hard-copy envelopes at your society office, logged in a submission register and opened before the committee into the same comparison sheet.
Single or two-envelope
Small works: one bid, one opening. Quality-sensitive works: technical bids open first, and price envelopes open only for technically qualified vendors — price never contaminates the technical decision.
Apple-to-apple, by design
Item-wise BOQ so every vendor quotes the same items; no conditional bids — undeclared deviations mean non-compliance; no private channels — every answer is published to all bidders; late bids auto-rejected.
Location-smart matching
Vendors declare verified service areas; alerts go only to matching category + zone; the comparison shows each bidder’s base, distance to your site, nearby works and site-visit attendance. A far vendor’s cheap quote is read with open eyes — a Panvel vendor cannot properly serve Vasai.
TDS & GST note at award
The moment you award, we generate a tax note for your treasurer: TDS u/s 194C on work payments, GST treatment of the contract, and the invoice checklist — so the auditor finds nothing to object to.

What does the tender fee include?+
Tender drafting template with item-wise BOQ, verification, publishing to our vendor pool, pre-bid Q&A management, sealed bid collection (online, plus an offline submission register if you choose hybrid), EMD tracking, the comparison sheet, award formats (work order, agreement & performance-security templates), EMD refund tracking, and the closure record. One fee per tender — no commission on the contract value.
What is the launch pricing for societies?+
For the first 6 months after your society joins the hub, each tender posting costs ₹499 + GST instead of the regular ₹1,999 + GST. Everything is included — there is no cut-down launch version. And if a tender draws fewer than 2 bids, we re-publish it free.
How does EMD work? Do you hold our money?+
Your choice of three modes, set when you draft the tender. Default: vendors pay EMD directly into your society’s bank account and attach the UTR/receipt to their bid — you verify against your bank statement at opening; SocietySewa never touches the money. Optionally, we can collect EMD online and remit it to your society, with automatic refunds to unsuccessful vendors after award. Or set no EMD for small works.
Can vendors submit hard copies at our society office?+
Yes — choose hybrid submission. Vendors may drop sealed envelopes at your office; your office logs each one in the submission register, and they are opened together with the online bids in front of the committee, entering the same comparison sheet. We recommend online-only where your vendors can manage it.
How do you stop vendor tricks — lowball quotes with hidden exclusions?+
Every vendor quotes the same item-wise BOQ (no lump-sum quotes that hide exclusions); conditional bids are not accepted — deviations must be declared on a separate sheet or the bid is marked non-compliant; and all clarifications happen on the platform with answers published to every bidder.
Do vendors pay anything?+
Vendors pay a flat annual empanelment fee — ₹999/year for the first 50 founding vendors, ₹7,999/year thereafter — for verification, the document locker, tender alerts and fast bidding. They never pay per tender, never pay a commission, and empanelment buys zero advantage in the comparison sheet.
Who decides the winner?+
The society — always. We never award or recommend a specific vendor. The comparison sheet lays out the facts; your committee decides, records its reasons, and the trail is saved for your AGM and auditor.
Can we run a redevelopment tender here?+
Yes — as an assisted tender. Redevelopment (PMC/architect appointment, developer selection) must follow the Section 79A directive process, so the platform runs the same sealed-bid machinery with our empanelled legal team supervising every stage. Assisted tenders are priced separately — talk to us before publishing.
